About the Transition

Effective on October 1, home-delivered meals in Black Hawk, Box Elder, Sturgis, Hot Springs, Edgemont, Lemmon and Martin will transition from MOWWSD to ICAP. 


There will most likely be delays in services from ICAP. 


ICAP, through ICAP’s senior nutrition program as the state’s designated Title III-C provider, will deliver meals for community members in Black Hawk, Box Elder, Sturgis, Lemmon, Edgemont, Hot Springs, and Martin as frozen Meal Packs following a competitive request for proposal (RFP) process hosted through the South Dakota Department of Human Services (DHS). Seniors and caregivers will need to contact ICAP using the provided contact information to sign up for meals, ensuring a seamless transition of services.


While MOWWSD is no longer the designated provider for home-delivery in these communities, MOWWSD has been selected to continue providing congregate and Grab & Go meals at designated senior dining sites in four of the impacted communities, with the Lemmon community switching to only home delivered meals. MOWWSD will continue to provide uninterrupted home-delivery and congregate site meals in 32 additional communities across Butte, Custer, Haakon, Jackson, Jones, Lawrence, and Pennington Counties. Additionally, private pay options remain available to any community member who wishes to purchase meals provided through MOWWSD congregate sites.

 As long-time senior nutrition providers in South Dakota, MOWWSD and ICAP are committed to facilitating a smooth transition and prioritizing the care and health of seniors in five communities across western South Dakota. Both MOWWSD and ICAP remain focused on what matters most: serving seniors with consistent, nutritious meals and meaningful human connection.

 Seniors in Sturgis, Hot Springs, Edgemont, Lemmon, and Martin who currently receive home-delivered meals from MOWWSD will now be served by Inter-lakes Community Action Partnership, a trusted senior nutrition provider with experience in senior meal home-delivery in South Dakota. MOWWSD will no longer provide home-delivery but continue to provide congregate and Grab & Go senior meals in all these  communities, except Lemmon.

 Meal interruptions are very likely. As ICAP adjusts to an unfamiliar region, their home delivery meals are likely to be delayed for a week or more. ICAP plans on their first bulk delivery in the week of October 16th, though distribution plans are unclear. Meals on Wheels will be distributing surplus meals to help cover the gap in coverage in transitioning communities. After October 1st, these meals are not contracted and will be funded 100% by the generosity of the community. It may seem like ICAP may be absorbing or overtaking certain communities or programs and this is simply not the case.

Although Federal cuts to social programs were unprecedented, the State of South Dakota received the same funding for Senior Meal Programs in 2026 as they did in 2025.  This was not a Presidential, Federal, or State decision. This was a decision made by of South Dakota Department of Human Services and Long Term Services and Supports.

As a 501(c)3 non profit organization, it is essential that all of our books are balanced appropriately, down to every penny in every community or risk losing our essential government contracts. We are professionally audited annually and all financials are available to the public including salaries, assets, revenue, and more. 

Although the last several years we have seen continual decreases in funding, the recent change is services were caused directly by the 2026 provider contract, primarily the reduction of contracted meals that Meals on Wheels may serve.
